What is APA (Advance Provisioning Allowance) and How Does It Work?
What is APA?
Technically known as "Advanced Provisioning Allowance," APA is an expense pool created to cover your operational expenses during your blue voyage. Simply put, it's the budget that provides the "fuel" for life on board - from fuel to food and beverages, from port fees to your special requests.
A standard practice in luxury yacht charters in the Mediterranean basin (under MYBA contracts), APA is generally set at around 30% of the total charter fee. This system offers you complete freedom and transparency in your expenses.
How Does the Process Work?
Secure Fund Account
Before the charter process begins, the charterer (lead guest) deposits the determined APA amount via bank transfer to a secure account. This fund is held as a special budget accessible only to the boat captain throughout the tour. Although the rate generally varies between 20-30% of the charter fee, it may differ depending on the class of the boat.
Covering Expenses
Throughout your vacation, the captain and crew use this fund according to your comfort and requests. Operational expenses such as main engine and generator fuels, all food and beverage purchases (provisions), port and marina mooring fees, customs charges, and even water sports activities are deducted from this pool.
Principle of Transparency
Control of expenditures is fully documented. The captain keeps receipts and records of every expenditure made. You can review this account statement at any time and track the status of your budget in real-time.
What Happens at the End of the Tour?
When your journey ends, the Captain presents you with a detailed breakdown of all expenses:
- Remaining Balance: If there is an unspent amount in the APA account at the end of the tour, this amount is refunded to you in cash at the end of the tour or returned to your account.
- Budget Overrun: If expenses exceed the anticipated APA amount, the difference must be paid to the captain at the end of the tour.
How is the APA Amount Calculated?
- Boat Type and Size: Larger yachts and motor yachts consume more fuel than sailboats.
- Route and Destination: Fuel prices in the cruising area and high marina fees affect the budget.
- Charter Duration: As your vacation extends, your operational expenses will also increase.
- Guest Preferences: Premium drinks, special seafood, etc. requests can push up the APA rate.
When is the Payment Made?
APA payment is usually made a few weeks before the tour starts, along with the final installment of the charter fee. This early payment is essential for the crew to do all the provisioning shopping before you step on board.
Who Has the Spending Authority?
The control and management of the fund is entirely the Captain's responsibility. However, this budget is your money. The captain acts only as a manager; they make expenditures on your behalf and keep records. During your vacation, you can ask "What is our account status?" at any time and review the expenditure breakdown with full transparency.
